 Rookie

steering wheel is hard to turn when stop but, when driving on freeway is almost normal to drive.

  It sounds like your power steering is not working, check the power steering belt and fluid, or have it checked out by a shop.

  Power steering is needed for lower speeds, at higher speeds it is not as necessary.
