It does sound like you are getting bad brake boosters.
I have not had great luck with cardone. They are by far the most popular rebuilders of brake boosters.

A brake booster is a prety simple part.
Besides the hard brake pedal, what other problems.. Has the check valve been confirmed good? The replacement booster should have come with a new one.

I agree boosters are fairly simple but now everything is plastic what happened to the good old days when parts were made from metal?? check valve was one of the 1st things I checked I have seen some bad rebuilds in my 60 some years but this is not right!!

Believe me, I feel your frustration.
I had, at one time promised to myself that I would never install another rebuilt booster. I would rather install a good old wrecking yard booster. I lost that promise!!
