Possible Burnt Out Fusible Link?? on 1995 Honda Civic del Sol

I have had intermittent issues with my 95 Honda Del Sol not having power to the windows, no turn signals, not able to shift from P to R and no dashboard guages work (battery light and SRS come on briefly and go off). I have had the fusible link replaced-last year for the same problems. Could it be this again? Car starts fine and I have lights and the radio works. I did just replace the battery since it was old and wouldn't hold a charge. I did remove and install the battery correctly. I've checked all the fuses-under the dash and next to the battery,all are good. Thanks!

You can grab the fusible link and pull on it to see if it's burnt out but not visible. If the wire is broken, you can pull it apart. try that. If you want to find a specialist, here's a directory link for you: https://repairpal.com/directory?address=03820&car_brand_names=Honda

Thanks-I'm afraid to start pulling wires but will look at it again. I'm wondering if it has anything to do with replacing the battery??
