Pontiac vibe- A/c dead- mechanic says it's the expansion valve. on 2004 Pontiac Vibe

Mechanic said although the part is cheap that they would have to take the whole dash apart and it would take 5 hours so it would cost $680.00. - Does this seem right?

Yes, according to my labor rate information 5 hours is the required time to replace the expansion valve in the AC system of your 2004 Pontiac Vibe.
