On occasion my ignition key will not turn all the way off. If I move my shifter back and forth a couple of times it will then turn off.

you are having a problem with your shift interlock. it is the component that does not allow you to remove the key without the vehicle being locked into park, to keep the vehicle from rolling away unattended. it could be the shift interlock solenoid, the shift interlock switch in your shifter, or your ignition switch. most common= the ignition switch not supplying enough voltage for the system to function or the switch in the shifter. rarely the solneoid itself, hope that helps
