overheating on 1990 Subaru Legacy

all the coolant is in the overflow reservoir. is the problem the thermostat?

The system is pressurized so if the radiator cap won't hold the recommended pressure it will release it into the overflow tank, So start with a new cap but don't remove this when the engine is hot
