1990 Subaru Legacy Question: overheating

all the coolant is in the overflow reservoir. is the problem the thermostat? -

The system is pressurized so if the radiator cap won't hold the recommended pressure it will release it into the overflow tank, So start with a new cap but don't remove this when the engine is hot -

It is overheating but it has water antifreeze, the pump is working etc
