Do BOTH of your fans work at all speeds? ( slow, medium and fast ) First make sure that your car is getting hot by verifying that the temp is getting too hot with a scan tool on a data scanner. The fans should come on at about 210 F. If so, then I would first check the thermostat. It may be stuck. Then I would check the radiator with a light thermometer. See if the coolant is flowing from about 190 at the top to about 160 at the bottom and that the temp is evenly distributed through out the radiator.
