You may have a faulty temperature door actuator for the passenger side temperature door. I am assuming that the drivers side will adjust from hot to cold but the passenger side is stuck on cold. If the passenger temp door actuator has failed it should set a fault codes in the a/c control module, the repair would be to replace the failed actuator.
