There have been no recalls that I can find related to the Onstar system in your 2001 Chevrolet Suburban. There was "special coverage" to deactivate analog onstar systems which expired December 31, 2008. The red onstar light means there is a fault with the onstar system. This light should not cause the battery to drain - the light should go off when you turn the ignition off. However, there could be another fault with the onstar system that is draining the battery. This type of fault can occur if the system is active or inactive. There are also many other things that could be draining your battery. A complete inspection of the electrical system in your Suburban would be in order to try and begin to isolate the cause of your problem.
