oil on spark plugs on 1998 Dodge Neon

What is the cause of oil covering the spark plugs?

Usually the Spark Plug O rings in the valve cover need replacement when this happens

Spark plug tube seals fail, causing the tubes to fill with engine oil and the engine to misfire. As a result, the engine may run poorly and fuel economy can suffer.
There is oil in one cylinder of my neon (2000 Dodge Neon) Is this something major? or can it be fixed by replacing the spark plug tube? Thanks to anyone who has an answer..
Just bought car, pulled plugs and found oil in the spark plug chambers.
