MasterI have worked on many, many Saturns, that sounds like too many to me as well. I would get a second opinion.

MasterDan is right. There are coolant hoses other than the upper and lower hoses. Not 11, but all the rubber coolant hoses are 11 years old. Rubber starts to break down after 5 or so years.
