Aveo will turn over, click click radio, lights will turn on the battery is new and fully charge, all battery connections working however the car died and will not restart. the oil pan was full of water and oil mix white milking looking. What could have happened? Where to start repairing? What and How to repair? Will the engine need replaced if so this will be the third replacement engine in tis Aveo?

    The engine may be locked up due to coolant in the cylinders or a mechanical failure. The starter itself may be faulty. The coolant in the oil indicates a major problem, you may have to replace the engine again if it's not fixable.
    Tow the car to a GM specialist and get a diagnosis and estimate.
