The engine may be locked up due to coolant in the cylinders or a mechanical failure. The starter itself may be faulty. The coolant in the oil indicates a major problem, you may have to replace the engine again if it's not fixable. Tow the car to a GM specialist and get a diagnosis and estimate. If you want to find a specialist, here's a directory link for you: https://repairpal.com/directory?address=73160&car_brand_names=Chevrolet

I would take that car to a local dealer or mechanic and they will be able to tell you what is wrong. Also have them run a FULL Diagnostic Check Engine Light test to see what it could be. The engine will NOT need to be replaced, but you will have to also possibly have a tune-up too as well as having the battery replaced once again. If you have replaced the battery, then these problems you have described will be occurring.
