My first thought was the speedometer cable was freyed internally and was causing the noise but your car has an electronic speedometer (no cable). Are you sure the noise is from the interior of the car (under the dash) and not form the engine compartment? The exhaust manifolds crack on this engine. You typically hear a noise when the engine is started from cold and may go away after a few minutes of running. The only other noise I could associate with cold weather only is could it be related to coolant flowing through the heater core? Perhaps the brushes in the fan blower motor or fan blower motor is acting up. The blower motor is located at the far side of the passenger foot well area. See if you can pin point exactly what area of the dash the noise is coming from. Lift the hood and see if the noise is in fact coming from the exhaust manifold.
