I get a noise under the hood which sounds like the tensioner pulley (but is not) that seems to be coming from the AC compressor but it stops when I turn the heater fan off. Any ideas?

It sounds like you have an A/C compressor noise. Turn the heater on, but turn the a/c swich off, and see if the noise goes away

The climate controls allow one to set the desired temperature. There is not a specific on/off switch for the heater or AC. By turning down the fan it turns the heater or AC off and the noise stops.
