2006 Volkswagen Jetta TDI Question: No Start

Car won't start. The battery has power and lights work. Try and turn key over and nothing happens. Can anyone help me with this? -

This happened to me once and it ended up being bad diesel. I don't remember what they did to fix it, but I remember that they at least changed the fuel filter. -
