No Start on 2006 Volkswagen Jetta TDI

Car won't start. The battery has power and lights work. Try and turn key over and nothing happens. Can anyone help me with this?

This happened to me once and it ended up being bad diesel. I don't remember what they did to fix it, but I remember that they at least changed the fuel filter.
