1997 Chevrolet Lumina Question: No power to the fuel pump

I just replaced the fuel pump and I can't get the fuel pump to turn on, I would assume it is a bad relay or fuse but I can't find either nor do I know how to test them. -

Fuel pump relay and fuse controlling the circuit is under the hood in the under hood fuse box. The fuse is 20 Amp rating and is marked ECU BAT( I think). The power train control module grounds the relay and then relay sends power to the pump. -

how do i know if the power train control module doesn't work. I ran a hotwire from the back of the fuse box where the relay goes into it straight to the fuel pump now it gets power but it won't disengage and stays on until I unplug the hotwire. -
