Yes there is a Relay, it is in the under hood fuse panel. The cover will say where it is. How do you know there is no power? Did you check with a volt meter?

As Dan said look for power at the fuel pump connector at the fuel pump in the fuel tank (the wire that should have power when the engine is running or cranking over is White and Purple (maybe White and Pink, I can't remember). These cars also have a fuel pump inertia switch (a crash protection device, if it fails the fuel pump looses power), located passenger side rear of the engine compartment, same type used on Jaguars seen the fail, just press the button on top of the inertia switch to reset it or temporarily bridge the two wires and see if the engine now starts. Fuel pump relay is behind the right front kick panel at passenger right foot well.

Thank you so much I found your site. My 1998 Discovery did not start on morming so I said it is the fuel pump because it was not making the peculiar buzz when it sends fuel. Well, I tested the relays (exchanged from another Discovery we have which runs good...) and made no difference. So I ordered the fuel pump from British Atlantic and installed it. Nothing. I lower the gas tank to access and release the wiring/harness. Checked it. Nothing. I even disconected the impact relay in the front. I decided to continue the next day..but I found your website...I went out and pressed the button on top of the impact switch and I it worked!!!! I heard the fuel pump buzz and the Disco started. Thanks so much!!!!!! The good thing: I have a new fuel pump on a 140K miles Disco.
