No Power Steering on 2003 Chrysler Town & Country

I have no power steering what so ever and the belt is fine. What could be the problem? Electrical, broken pump but not the pulley, rack and pinion,?

Pump stopped creating pressure, restricted line, rack and pinion internal prob, D all the above. Have inspected at a shop.
