i did a code read and it said fuel pump secondary circuit failure.where do i go from there?

fuel system

I have replaced the fuel pump relay plus the fuel pump in the gas tank and still don't have any fuel to the carburetor.

No fuel supply.

I am not getting power to the fuel pump. I have checked the pump relays(2) on the firewall. Is there another cause for this problem? I do have 6-8 volts to the fuel gauge!
