Question: my radiator fan quit working

1993 Escort 1.9 radiator fan does't come on at all. I changed all 3 fan relays and temp switch and the thermostat. when I turn on AC the fan turns on

Optional Information:
Year : 1993
Make : Ford
Model: escort
Engine: 1.9
no water boiling over. When the car is idling the temperature rises. When the car is moving it does not go too high and the fan still does not turn on. I think it's an electrical problem.
This is what I have done:
I changed the engine temperature cooling sensor
I changed the cooling fan relay
I changed the lowest speed cooling fan relay
I changed the highest speed cooling fan relay
I changed the engine computer because the check engine light was on and and it wouldn't show me any diagnostic codes. now the check engine light is off and there are no codes in the system and when the temperature in the engine is hot the radiator fan still does not com on. I then tried some things to see if the fan would come on ex: I took off the wire from the temperature switch and the fan came on in high speed but then it stayed on even when the temp. went low. so i put the wire back and i checked the fan relay with the switch open and the low speed relay clicked but the fan did not come on. On the high speed relay there was no click. To check if the high speed relay would click I put a ground on the red/black wire of the relay and the relay would click and the fan would come on but then it would stay on even with the lower temperature.
I think it is an electrial problem in the system. This car has been from a single owner and only has 65,000 miles and it started doing this at aprox 40,000 I have always done all the required maintenance and repairs. I have never worried about this because as long as I had the AC on it has always maintained the temp. This problem has really stumped me. I would really like to find out what this problem could be

    When I look at the wiring diagram for the 1993 1.9 engine, there are 2 fans.
    So, how is the wiring between the Engine Computer and the 2 relays? Have you proven that the Computer is in fact grounding either the low speed relay or high speed relay when the engine gets hot? the fact that the A/C turns on the fans(s) speaks well about the relays and power and grounds. Try using a 100 ohm resistor between the Coolant Temp Sensor connector. That should be about 225 degrees and that should turn on the fans ASAP. I use a variable resistor box to test stuff so I can tell the computer that the Engine is say 230 degrees and that should kick the fans on ASAP.

    I had a similar problem with my 93 Escort although the fan would run intermitently. I had the fan switch changed several times with no luck. One mechanic finally nailed it to generic parts. I guess there is a bulletin out to replace the fan switch with Ford parts ONLY (the generic has play in the mechanism). Now the fan kicks in like it used to and the engine runs great again!
