This is probably a BCM issue. (Body control module) It is sensing a trouble code for over current on the locks and shuts them down till code cleared. There was a flaw in the programming that sets the threshold too low. Need to get reprogrammed. A dealer or shop with a DRB3 scantool and Techauthority access can perform this programming. You can test by disconnecting the battery or pulling the IOD fuse in the engine compartment fuse block to clear codes and the locks will work until the codes reappear.
