My heater seems to work when it wants to on 2002 Dodge Dakota

Sometimes I have to wiggle the wiring to get it started, Sometimes it does'nt work at all

Sounds like the blower motor resistor is going bad and needs replaced.

Not to sound stupid,but what is a blower motor resister and where is it located.

A Blower motor resistor cotrols the various speeds the blower motor will operate at. When they go bad you will get intermittent operation of the blower or only certain speeds will work or none at all.
