More than likely, the fuel level sending unit on the fuel pump is faulty. They are notorious for premature failure, causing the fuel gauge to wiggle, vary wildly from one extreme to the other, or just stuck on full. If nothing registers on the guage at all, the gauge could be faulty or the wires were not connected properly.
