My first suspicion would be the belt alignment, could any of the pulleys be out alignment? Is the belt tensioner a good quality tensioner? In what way do the belts break? Do the "burn" or do they wear on the sides and fray which would be a sign of misalignment.
Freying on the sides would confirm belt mis-aliment.
