Failed inspection for emissions on 2001 Hyundai Elantra

I just bought a car, and it won't pass inspection because it keeps coming back as failed, emission sensor not ready. I was told to drive high speed on highway. I did this a few times, and it's still not ready. What can be done? Please help me.

to reset the cycle u have to drive on the highway for like 20 mints at spead of 55 mph no less no more
