my car just shut off after running 3 hours from one destination to another on 1995 Nissan 240SX

If the temperature gauge was not running hot but the fan was locked in placed when i tried to turn it, do i need a fan clutch?

the fan clutch should be fairly stiff when it's hot after a 3 hour drive, but I'd think it's turn by hand very stiffly, not truly locked. Try when it's cold, should be able to turn it fairly freely. If it's truly locked up cold it must be frozen and faulty.
