Low coolant, poor coolant flow, incorrect operation of the engine cooling fan, or restricted air flow across the radiator can case an overheating condition. From what you say I would suspect the thermostat or radiator. Before replacing any parts the cooling system of your 1994 Buick Regal should be thoroughly diagnosed to find the cause of your overheating condition.
