It's a 2002 ford ranger. Manual transmission. The back left tire spins when I try to put it in reverse or drive but the back right isn't moving at all. It's the first major snowstorm and it's right above freezing temps right now. Could the brakes be locked up or what could be the problem? How do I get it to spin?

It could be a brake issue, its not freezing as you stated. Could be a bad bearing, are the drum or disc brakes.

They are drum brakes

Try to back the adjustment off the right brake to see if that is it, or open bleed screw to insure the wheel cylinder is not holding pressure..
