my 1999 venture just developed a whine from
under the front end.
on 1998 Chevrolet Venture

has 146,000 miles on it, runs great, could it be a
wheel bearing or in the trans-axle?

It could be a wheel bearing (it would make noise mostly/ or would change when load is put on that wheel say for instance driving on a twisty mountain road), it could be transmission related (check the oil level). Also check the power steering oil level and the fan belts. It could be many things, unfortunately and without hearing the noise first hand or being able to do some basic diagnostic tests or be able to drive the car, its hard to say what the source of the noise may be.
