Question: mustang won't come out of park

I have a 1992 mustang that I have a problem with. I had the brakes worked on and now it won't come out of park. When I push on the brake pedal, the brake lights will not come on. And I believe that is what triggers the park release. Is it possible to do something to the park gear while working on the brakes? It has never been a problem in 17+ years, and now all of a sudden it doesn't work. Is there an easy way to tell what happened or fix the brake lights? The tail lights and the head lights work, so I don't think its a fuse, but I am not sure. Is this something that just happened or is it something the brake company is responsible for.

    Hey You-
    Just thought I should tell you what I have seen at my father's automotive shop. We work on taxi fleets and personal cars around town. Someone was complaining that there back wheels were locked, next thing you know here comes the vehicle on a tow truck. My father being the man that he is, hops in the truck, pulls and pops the park release a few times and then puts it into gear. The wheels are still locked mind you and then, then, it pops and unsticks. Yes, the emergency brake was stuck, I guess this happens sometimes.     the brake light switch activates an interlock soloniod that releases the shifter. without power to the switch or a defective switch, the system will not release.
