manual transmission power distribution on 1996 Ford Aspire

with the front end raised to allow the drive axles to turn freely w/engine running & in gear, the drivers side performs well but the passenger side turns very little and can be stopped by hand.

This is perfectly normal. If a front wheel drive vehicle had a locker (Posi-trac) differential, then it would be nearly impossible to make a turn. On a turn, both front wheels have to turn at different speeds. The outside wheel will always spin faster than the inside on a turn.
