Ok my 92 park ave doesn't have the lower break lights I don't know why I've changed the break. Controler behind the duct on the firewall both switches above the pedal any other suggestions are welcome.

MasterHave you checked the brake light bulbs and the check for power to the bulbs when the brake pedal is pressed? Check for power at the dark green/white wire at the right hand brake light and yellow/black wire at the left brake light.
