Low beams used to flicker when i tilt the steering wheel all the way up, but now wont come on,high beams work fine . Fuses are fine.

By what you describe it sounds like the electrical harness at the steering column is failing or the light switch is bad. With a volt meter just check for voltage out at the lamps when low beam is selected for other test procedures or wiring diagrams there is a company that independent auto repair shops get their information from, this same information is available inexpensively for people that work on their own cars.. The information is year make and model specific, covering repair procedures, torque specifications, fluid capacities and specifications, service bulletins, component locations, wiring diagrams ect....
