LIncoln has a hard time starting on 1991 Lincoln Town Car

My 91 lincoln has a hard time starting. When the engine does finally catch there is a loud whirring noise coming from the front of the engine compartment. Could this be a fuel pump problem?

Fuel pumps are in the fuel tank, so it would be unrelated to that noise you speak of. The noise sounds like the fan turning when the engine is first started. You could still have a fuel pump issue - have the pump pressure checked and checked for bleed down.
