Turn the headlights on and see if the fuses are good with a test light by touching each side of EVERY fuse, HEADLIGHTS AND KEY ON!!! Each headlight has it's own seperate fuse!!!!!!! Until you have checked it this way, you have not tested the fuses. That's just how it is.
These have wiring harness issues due to bad insulation and corrosion. The wires break in between the front lights and a connector that is on the left front strut tower below the master cylinder. The harness goes downward behind the left hand headlight, and back up into the engine compartment after passing between the left hand inner fender and the windshield washer bottle. I've had a number of them that eliminating the connector on the strut tower was necessary to solve the problems.
