2006 Ford E-250 Question: LABORED FIRST START IN MORNING

TO WHOM IT CONCERN,
I HAVE A 2006 FORD ECONOLINE VAN WITH 135,500 MILES ON IT AND I HAD TO HAVE THE ENGINE REBUILT. WHAT SHOULD THIS COST INCLUDING LABOR AND ENGINE PART? ALSO, COULD THIS DELAYED OR LABORED INITIAL STARTING STILL BE A PROBLEM AFTER THE ENGINE IS REBUILT?
SOME EVAP CODES CAME UP WHEN WE RUN A SCAN TEST . CAN YOU ADVISE ME ALITTLE ON THIS MATTER AND THE BEST WAY TO GO ABOUT REPAIRS, ETC.
PS THE BODY IS IN GOOD CONDITION, I HAVE LIKE NEW TIRES ON IT. THE FRONT BRAKE PADS ARE LIFETIME BRAKES.
ANY INFORMATION WOULD BE GREATLY APPRECIATED

    4 to 5 thousand to rebuild motor. the codes are all add ons once the real diag is performed to find out the exact issue.
