Key won't turn on 1998 Isuzu Rodeo

Hi Repair Pal, My key goes in the key hole, but won't turn and start engine. It just feels jammed when I try to turn it. If I wiggle the key the alt beep goes on and off as tho there's an electrical short. Steerling wheel feels frozen. What to do as I can't even start car to bring into a shop for repairs. Has the steering locked? Have you tried wiggling the steering wheel as you try to turn the ignition key? Either the steering lock is engaged or the ignition switch has failed. Its possible to get the truck out of park disabling the shift lock inhibit but you still can't turn the key, the steering would remained locked.
