Question: Key won't turn

• I have a 1995 f150 and for several years you could strat me engine without a key
  Now I can't shut off the engine. The switch will turn but nothing happen. How can i fix this problem.

• Is my fuel pump bad?
  Will the fuel pump run sometimes and not others if it's bad?Changed the filter. Pulled the pump and it worked off the truck put it back and it started twice and now won't start again.
