Question: Key and Starting

 Rookie

Have problem in the a.m. starting car. Up till this point it would take a jump. Cleaned the battery terminals but now the key won't turn and can't take the car out of park. I've tried putting the steering wheel in another positon but the key won't turn. Help!

    REPLACE THE BATTERY! Your battery is dead. It won't allow the shift release to release the key and the shifter.

    Mechanic towed the prism, billed LC63100 2 ignition lock cylinder 107.68
    Remove and replace broken ignition lock cylinder 112.00
    Towing 55.00
    274.68
    Tax 13.18
    Total $ 287.68
    He says i still need a battery and possibly a starter
    Was i ripped or not???
