the other thing is it sounds like i have snow tires on when I don't....i can hear it within my car...why???

the best way to determine why your car runs poorly at stops signs is to have it diagnosed, starting with a code reading. There is something that is incorrect when you are at a stop sign and the engine is in the idle mode.
How are your tires? This can be a reason why there is a rumbling while you are moving. If your tires are good, then I would check your wheel bearings. Since you live in a snow area, the salt can wipe out wheel bearings pretty quickly.
