just bought 2004 honda civic how can I check if the timing belt was replaced on 2004 Honda Civic

there must be a way to inspect it.

Yes, the best answer is to replace it. Along with the timing belt and water pump, I would recommend that the tensioner and cam and crank seals be replaced as well. Also all the drive belts and the valve cover gasket since that has to be removed.

Can check on the back and see if the water pump was replaced , that's driven by the timing belt , and if it was replaced , odds are pretty good they did the t-belt.
