 Rookie

My jeep rpms fluctuate at city speeds. I can hear the loss of rpms and the tach show it is dropping about 200-300 rpms, this last about 3 seconds then goes right back up to normal and then continues to do this over and over. It only stops if I accelerate or remove my foot from the gas. Wht could cause this problem?
