I've had misfire on #4 cylinder after eliminated plugs, wires and the coil pack on 1996 Toyota 4Runner

Although the coil pack is new, it only fires #1. No current passes through the new wire at all for #4. I tested it using a timing light which lights up on all the other wires but will not light at all on the #4 wire. I've been advised that a bad crankshaft position sensor could cause it or, the igniter control module.

The coil pack is defective, even if it is new!!! Or you have replaced the wrong one!
