It is hard to completely diagnose a dying problem like this 'online' so to speak, but I have worked on a lot of Subarus and will do my best to move you in a positive direction. The color of the spark plugs concerns me, since they are new. Is your car using any coolant? Also, it is a 1996, so it has an OBD-II computer system so it would be good to check for codes. You can have someone pull them and look over your data stream for about 1/2 hour of shop time. ($40-50). Even though you have spark, it could still be igntion related in that he coil pack could be heating up and the spark could be getting weak. This is confusing for most folks. They check spark with a plug and think that the spark is just fine, but it isn't sufficient to fire the plugs in the presence of compression. I have replaced a lot of coil packs on these cars, BUT hold on, lets work through this problem before we throw a part at it. Check for coolant loss and then check for codes. let me know how these steps go.
