Is Throttle Position Sensor built into throttle body in the 2002 model? on 2002 Toyota 4Runner

Was told by mechanic that Throttle Position Sensor (TPS) could not be replaced, that the whole throttle body had to be replaced. $60 part vs $1300 major repair? Smells like BS. Thoughts?
