Question: is there a speed odomerter cable?

I have used this car off and on this year. The other day I notice that the speed meter arrow will not return to "0" it will not .
it seems stuck. on 20 till I drive it then it moves , but when I come to a stop it will not return to "0" mile it stop at "20" mile
Should I replace the meter? or is there a fuse or elec. problem

    Your Mazda definitely has a speedometer that operates by recieving a signal from a pulse generator mounted on the transmission. It is called a Vehicle Speed Sensor (VSS). It sounds like a speedometer head problem. Does the speedometer appear to work as you increase speeds over 25 or 30 mph?
