    a recall is always a recall even if car changes owners

    If the "VIN" status shows as completed you won't get diagnosis or repair for free , I'm guessing your asking this question because your SRS light is on and you maybe need it fixed for inspection? Also if the car shows up as a 'salvage' or airbags deployed crash report the recall may not apply.
