in the 1/3 up the window position in all settings. BUT--you can easily manually push down down to parked position. This is a used replacement motor. Could it also be defective?

It could be defective. First, I would say to engage the wipers and then let them 'park'. Now remove the arms and reset them to the correct park position and start the wipers again. This should take care of the issue. The motor may not have been in park position when you bought it.
