replaced wheel bearings helped with vibration noise; but still have some noise and vibration upfront , found what appears to be loose inner tie rod end next to rack pinionon the right side covered with a boot. wondering if there is a tie rod inside the boot or if there something else that needs replaced. the outer tie rods seem to be tight on both wheels. 2.is there special tools to replace the inner tie rod and does the rack and pinion have to be taken down? thanks

There is a tie rod end on both sides of the tie rod. If you pull the boot back you should be able to see the joint to see if that's where the play is coming from.
