fluctuating idle speed on a Honda can be caused by low coolant in the cooling system. Cleaning the throttle butterfly and throttle housing from carbon build up may improve the idle. (remove the air intake boot with the engine off, clean the throttle butterfly with the accelerator fully depress with "Chemtool" or similar product on a cloth or by using an old tooth brush. Unfortunately there are many things that can effect or cause an erratic idle.
